Senate Housing Bill Bans CBDC

State of play: The US Senate passed the 21st Century ROAD to Housing Act 85-5, embedding a Federal Reserve CBDC ban through 2030 inside a housing supply bill.

The bill bans the Federal Reserve from issuing a CBDC or any "substantially similar" digital asset until Dec. 31, 2030.
House Republicans pushed the anti-CBDC provision into the housing bill, a deliberate strategy of attaching unrelated policies to must-pass legislation.
The bill now heads to a House floor vote before going to the president's desk, with House GOP leaders targeting an expedited vote following recess on June 23.
Treasury Secretary Scott Bessent reiterated last month that CBDCs are "off the table," with the administration focused on passing the Clarity Act instead.

Why it Matters: A CBDC ban embedded in must-pass housing legislation is the clearest signal yet that anti-CBDC language has enough bipartisan support to move without standing on its own.

Our Take: The 85-5 Senate vote is lopsided enough to suggest the CBDC ban isn't the controversy here, the housing bill is. Republicans found the cleanest possible vehicle to codify CBDC opposition into law before the Clarity Act crosses the finish line.

State of play: OKX Europe CEO is sounding the alarm ahead of July 1, warning that 80% of crypto exchanges won't survive MiCA's full enforcement as 60% of European crypto users remain on unauthorized platforms with no clear path to compliance.

ESMA requires unlicensed firms to stop serving EU clients from July 1, with 20 of 27 member states already past their national transitional deadlines.
Over 200 CASPs hold full MiCA authorization as of June 18, with OKX licensed via Malta, Coinbase via Luxembourg, and Kraken via Ireland.
Binance may be forced to halt EU services after July 1, with Reuters reporting its MiCA application in Greece is expected to be rejected.
Ghoos warned users to migrate to authorized platforms before July 1, flagging risks of sudden withdrawal freezes if unlicensed exchanges are abruptly blocked.
DeFi and tokenized assets remain the most significant unresolved areas under MiCA, with Ghoos flagging both as the next regulatory frontier.

Our Take: Binance's Greece rejection is the headline risk, but the real story is the long tail of mid-tier exchanges that never had a path to authorization and ran out the clock. Consolidation was always the point.
